The Office of the Accountant General is an autonomous Department of the Ministry of Finance. It is the financial nerve center of the State Government and serves as a servicing unit to all other Ministries, Departments, and Agencies (MDAs).
Before 1989, the Office of the Accountant–General was the Accounting Division of the Ministry of Finance. But by Circular Letter No. SGA.13/87/Vol.VI/613 of 16th December 1988, the Office of the Accountant–General was created. This complied with the directives conveyed in Letter No. PTF/CSR/88/Vol.111/733 of 31st August 1988 from the Chairman, Presidential Task Force on Civil Service Reforms. The Civil Service Reforms gave strength to the following Departments under the Office of the Accountant-General

Provide adequate accounting systems and control
Conduct in-depth inspection of books of account in MDAs
Supervise expenditure of the State Government
Preparation and publication of Edo state Annual Financial Statements etc.
Budget preparation and execution: We are responsible for preparing the state budget in consultation with government agencies, ensuring that resources are allocated efficiently and in line with government priorities.
Revenue collection and management: We oversee the collection and management of government revenues, including taxes, fees, and other sources of income, to ensure adequate funding for government programs and services.
Treasury operations and cash management: We manage the state’s treasury operations, including cash flow forecasting, cash management, and investment management, to optimize liquidity and maximize returns on investments.
Financial reporting and auditing: We prepare and publish financial reports by accounting standards and regulatory requirements, providing stakeholders with accurate and timely information on the state’s financial position and performance. We also conduct internal audits to ensure compliance with policies and procedures and identify areas for improvement.
Providing financial advisory services to government agencies: We provide financial advisory services to government agencies, offering expertise and guidance on financial planning, budgeting, and resource management to support effective decision-making and performance.
Processing payroll and pension payments: We ensure timely and accurate payment of salaries, wages, and pensions to government employees and retirees, supporting the welfare and well-being of public servants.
Managing government accounts and expenditures: We manage government accounts and expenditures, monitoring spending against budget allocations and ensuring compliance with financial regulations and guidelines.
Conducting internal audits and risk assessments: We conduct regular internal audits and risk assessments to evaluate the effectiveness of internal controls, identify risks and vulnerabilities, and recommend measures to mitigate risks and improve performance.
Implementing financial policies and procedures: We develop and implement financial policies, procedures, and systems to promote efficiency, transparency, and accountability in the management of public finances, ensuring compliance with legal and regulatory requirements.
Providing financial information and analysis: We provide financial information and analysis to support decision-making and planning by government agencies, policymakers, and other stakeholders, helping to inform policy development, resource allocation, and performance monitoring.
